Fallout 3 NPC problem (They slide across the floor) HELP!?

I've had this game for a few moths now and have never had a problem with it, but for some reason the NPCs have stopped moving. They still move across the ground, but their arms and legs won't move. It's like they're a bunch of mannequins sliding across the floor.

When I fight them they will pull out their weapons and come after me, but again, they just slide across the ground. If they're using a melee weapon, then their whole body will tilt toward me when they swing the weapon.

I've tried turning off mods, loading earlier saves, and reinstalling the game but it hasn't helped. Does anyone know what's wrong or how I could fix it?

P.S. Sorry if this is in the wrong post. Just I am desperate. I was half way through making a Machinima!! :'(

Don't worry, somehow it got fixed :S I just changed a few settings from like ultra high to high and then put it in fullscreen and used the REGFIX.bat or .exe
