Whenever I'm downloading something on Steam, I seem to be throttled to a maximum of 60kb/s over all my games. My connection speed can go up to 3mb/s, I'm easily browsing and stuff whilst downloading games, and all the time I'm told by my friend (next door, same ISP and package) that he's downloading at 170kb/s. My download settings all appear to be fine. I've tried changing all the settings in one way or another, no results.
What happen and what do?

OP, I have the same problem as you. It was working fine, but this morning Steam wont even launch. My PC didn't reboot or anything, and I did what the OP did. Strange.
If on wireless, try swapping to cable
Or infact, just try connecting directly to your modem, bypassing any router-QoS and firewalls
