• Is there a way to force audio louder?

So my issue is that some videos are quiet when everything is set to max volume. Is there a way to get around this?
Yeah. Turn on loudness equalization in Windows' sound settings, when you right click on the little sound thingy in the taskbar, click on playback devices, right click your speakers, go to properties, the enhancements tab, and then click loudness equalization -> apply.

You can try a third party media player. A lot of them allows you to raise the volume of the video/audio being played to a level higher than 100%.
You're still ultimately limited by the hardware output power level, above a certain level of software gain the audio will start to clip with no increase in volume so Chubbs is quite correct to recommend an amplifier, using an integrated sound chip also tends to have a lower output power compared to a dedicated sound card but even those are not designed for high power usually. If it's just certain thing then a software solution will work fine, although personally I find it a pain in the ass so I use an external amp anyway, not like it's a big investment.

Read what the OP wrote carefully. Saying "[B]some[/B] videos are quiet" implies that it's the video files themselves that are problematic, not a hardware amp limitation.
