Eh... How? Everyone has been requesting to Epic Games to release some sort of way for us game developers to allow people to mod the games, so far the only answers we have received is "Ship the game's source code, and tell people to get a copy of UE4"

Not 100% sure what it includes but they've released a [url=http://ark.gamepedia.com/Modding]'Dev Kit'[/url] on Steam.

This is a silly expectation. You have to define what is accessible in your game, so if your going to do that, you have to download the UE4 source and modify it. Be glad Unreal even allows that - many public engines have no support for modding whatsoever.
