Google should be relieved, could you imagine the costs to clean their van's tires.
Imagine you were a tourist wanting to go to India so you decide to check out the area around where you'd like to visit.
Would you not reconsider visiting if you saw miles upon miles of crowds, discarded corpses, garbage, and human waste in the streets? I'm willing to bet this has nothing to do with security and more to do with saving their entire tourism industry.
