Well, there already were challenges in Modern Warfare 2, that were named "Joint Ops", "Blunt Trauma" and "High Command" and the titles they awarded used weed for their backgrounds, so it's far from anything new.

I'm pretty sure the theme has always to sell terrible looking skins which actually increase the visibility of the user that is using them. Every skin weapon skin on Black Ops 2 was a neon color with messed up lighting so you could nearly see them across the map.
I'm pretty sure the developers intentionally put out skins which look as bad as possible because they still sell. The content designers that work on these games really aren't bad as all the models and graphics really aren't bad. I can't imagine any designer who would make that skin and think that it is a quality piece rather than simply a cash grab pointed at idiots who want to make themselves look retarded inside of a game and will gladly pay for it.
