Is it bad to have these settings low on my Desktop for my 9800GTX+?

370 mhz core
920 mhz shader
750 mhz memory
These are for standard 2d settings, ie when I'm sitting at my Desktop, or playing a simple 2D game.
But the real question is is it safe to have these this low?
