Are people not giving up priority seats actually that big a problem over there? I've never seen someone pregnant/disabled/elderly have to ask if they can have a seat on a train here, people sitting just offer it as soon as they get on

They need a conductor to actually tell them to move.
I've never been in the situation but I would legit be anxious that they would say "I'm not pregnant!"
