Judging by their statement on UI it could also be that they don't care about the platform and are just releasing a crappy port, but decided use that to plug the PS4 version.

Most likely? The PC version is based on the code and assets of the PS3 version and didn't get any new content updates or dev time.

Dude, they said that PS4 graphics will be better, that's them directly saying they intentionally dumbed down the visuals on the PC version, I don't know how else can you take that as.

I'd call it a decent PC port with intentionally shitty graphics to annoy PC users. I mean, I feel the same way about this as everyone, but just because they dumbed down the max graphics for no good reason you can't ignore the fact that you can run this game smoothly on a PC that is 7 or 8 years old while the game itself is still looking good.

GTA 4 was badly optimized (like all the gta games before) but otherwise it was good and has modding capabilities.
Need for Speed Rivals works fine for me everything maxed but no AA but the game sucks and has nothing on most wanted 2005.
Dark Souls I'm not interested.

A lot of people defended the Dark Souls and GTA 4 ports. Nobody cares about NFS:R.
At least I can say the game is fun and free, so you wouldn't be supporting poor business practice if you don't buy anything from the store.

Let alone the fact that we don't know what the budget for the port was at the time makes a mix of chance that it ran decently on PC.
I don't really see too big of an issue, sure it's just them saying that they don't want to work too hard on the PC port, but whatever. They're confident in having full focus on the playstation and good on them.
It's not a matter of them cranking down the pc graphics or something retarded like that, it's purely because they've focused extensively on optimizing the game for the PS4's hardware, and have managed to squeeze the most out of it that they could. They just don't want to have to go through doing all sorts of mega optimization when the PC isn't even remotely near their core audience.
It's just their confidence in the PS4 and the market it'll bring, now whether that's warranted confidence is a totally different topic, though it is their product at the end of the day.
Also, Deadly Premonition. Dear god, that port was absolutely terrible.

I think it was somebody from the Dark Souls devs who basically said "Yeah, uh, we don't care about the quality of the port, we just want to finish it as soon as possible.".
Like I said, I wouldn't call it a shit port, but it's not a good port either then. It will probably be decent. To say more I'd need to see some video comparisons.
i'm not surprised it runs well on eight year old hardware, that's about how long this fucking game's been in development
But to be honest I don't care if it looks like Dune: Battle for Arrakis. All I want is a decent god damn Kingdom Under Fire game on PC. Literally nothing has ever come close to the experience of The Crusaders.
Trampling hundreds of zombies under the boots of your knights while you jump in yourself to cleave a scorpion in two. Hooking your archers up with a caster so that you can combine your arrow volleys with meteors. That ultra satisfying sound every time you upgraded a squad's stats or weaponry, all those cool looking squad leaders, all those shiny expensive weapons, all of the different tactics and approaches.
If they can just keep their heads out of their asses long enough to not fuck up all of that, I'm good.
also, I don't care how scantily clad and oiled up regnier is, playing as him was one of the coolest experiences in videogame history for me. Nothing beats going up against impossible odds, only to activate super saiyan mode and personally annihilate whole troop formations with a single sword swing.

Let's face it: the game won't work well or sell well on PC when it always runs at 30fps, in 720p and has no options menu to speak of.
