Just like the Voodoo DLC, its a shame they don't turn these in a more full fledged expansion instead of adding a building, 1 new outfit and a small, lame mission.

Money and added treats while you wait. They take hardly any time to design and release, so it's probably just stuff done in the off hours where certain devs physically cannot work on certain parts of the game.
