Yes i put the right password in, It keeps saying someone from another location is on my steam and no other computer in my house in on my Steam account.
Ive tryed to log in about 15 times and it kicks me out.
Also says my credentials have expired out..?

This. Make sure you have proof of purchases.
Was your capslock key on when you put it in?
No because then he wouldn't be able to log in.
The password didn't change.
Under Windows 7, the process can still be running, even though you don't see any icons or bars in the task-bar.
Check every processes list of all computers you have logged in on Steam.
Never use the same password for Steam as for your other accounts.
