The Steel Battalion controller is not compatible with Windows natively, and not compatible with Windows 7 at all; no drivers exist for it.
Not like you need it; MWO has simplified controls. It'd be possible to play the game perfectly fine on a Xbox controller.

I know this is all overly optimistic. But they are developing a similar controler for Hawken AND Mech Warrior online... so, why not support the xbox controler aswell? Have an USB adapter and a game refined driver and we are all good to go with it.
