Yeah, only problem, it's not an installation file.
Also, installed all of the visual c++ redistributables and still nothing. Anyone know the solution?

Could you elaborate on what program exactly you're trying to run and your computer specs including OS?

This is caused when a program is accessing the wrong file (or version, etc) in Windows Side by Side. Reinstalling the application may help, making sure you have all prerequisites and the versions you need get rid of this error.
