my friend got me a video card, and fallout 3(because my old vid card wont run fo3)but my pc doesnt have a PCI-E(pci express)slot,and the video card is pci-e,i heard about a cord that can plug into a pcie card,and then you can plug it into your pci slot and itll work,is this true? and if not, is there a good pci card out there that can run fo3?

Odds are, even if you could SOMEHOW get that card to work, (you can't, it's impossible), your CPU would still bottleneck you heavily.

That converts a PCIe 1x slot to a PCI slot, not the other way around. The only way he's getting a better video card is by buying a new machine.

If it's a manufactured computer (most likely since the board doesn't have AGP or PCIe slots, a sign of being stripped down) then it's likely in a proprietary form factor with a rubbish power supply that's only designed to output just enough power for the system configuration and nothing else.
Even if the board is ATX spec, the manufacturers often do something like move the backplate over so you can't fit a real ATX motherboard in. You can shoehorn and hack a case to make something fit, but it's far easier to just get an entire new system or build one yourself.

Is your computer so old you don't even have an agp slot on your motherboard? If yes, there's no way you're going to be playing stalker on it.

this is my uncles spare comp,so i dont really know what slots it has, all i know is that it has no pcie slots, but im not sure about agp, but i do have pci, its from 2005

dunno about other brands but at one point Dell had systems with only PCI slots, I think there was a thread not long ago asking for a PCI card because of this
