I'd get an R9 270x over the 660.
The GTX 660 has been a terrible choice for quite a while. It's the price of a 270X for the performance of a 7850. I recommend you bump up to the 760 or if you want to stay in the same price range go for the R9 270(X).

If not, look for an R9 270. The difference between it and the 270X is barely noticable, but it's usually a lot cheaper. Check both for which is cheapest, however.
Be aware that your processor will probably bottleneck any of these GPU's.

What brand is your PSU?
Awesome, these are much better choices, thanks a lot. Also, I don't know why I bought a 1000W PSU, I guess I wanted to be certain I would always have enough power. It's a bit of a hassle to take out right now, so I don't know the brand.
Even if it's a shit brand he's only gonna be drawing 500-600W max.
I would replace it with a nice Corsair, Silverstone, Seasonic or EVGA PSU when you can.
(no this is not a definitive list of good brands, just my preferences)

Why? It's not like the 1000 Watt PSU is going to be drawing 1000 watts all the time. It only draws the amount of power it needs to. There's no reason to replace it unless it's a really shitty brand, and really shitty brands don't tend to make 1000 watt PSUs (although that's definitely not to say you shouldn't check up on it).

But what if he wants to quad sli 780 ti's with his i7 extreme at 5.6ghz?
Actually 4 780 Ti's with a TDP of 250 watts each would take up 1000 watts alone. So he should definitely buy a 1600 watt PSU for future-proofing.
