Computer turns on two times before actually showing startup screen

Whenever I turn on my computer it always goes WHIIIIIIIIIIIIIIRRRRRRRRRRHH with the power light on, after that it turns off and then it does it a second time, and then after that it finally boots up. Should I be worried?
as in it turns on, the screen is blank? then it turns off and reboots?

Could be the PSU. So, yes, you should be worried. Because if the PSU dies, it's got the potential of taking other components with it.
It could also be faulty RAM, and if you're OCing anything that might be causing the problem.
Try running Memtest86 to check your ram, and Prime95 to check your cpu. Then check temps with Speedfan, just to be sure.
EDIT: Be advised when running Prime95, your supposed to leave your computer alone, as it will consume almost all resources, and memtest86 is intended to be run using a boot floppy/cd/usb, not from within windows.
Does it completely lose power at any point when it's off?
EDIT: Because if it does, even for a short time and then returns, you have absolutely nothing to worry about. It happens when I completely unplug mine and it's a goddamn Thermaltake Toughpower 750W cable management
It could potentially be a faulty PSU.
What motherboard are you using?

What? My PC becomes completely powerless everytime I turn it off, it never does anything like that. And mine's a goddamn NetQ 430W.
(I have the PC plugged into one of these things, with a ON/OFF button on it.)

Could be a motherboard set failsafe to check if anything went wrong.
This happens on my computer too, I have no idea what causes it as it's been happening across the use of two different motherboards, two different power supplies and around three graphics cards. But it's happened to me for a long while and so far nothing has happened so I'd say you'll be ok, even if it is annoying.
My Dell used to do this. Went away by itself, still works fine to this day.

Seems like its just the CMOS resetting, do you have the CMOS jumpers set to "Clear" on your motherboard?
Try turning off "Safe Boot" or anything that sounds similar in the BIOS, that can cause post problems sometimes.

I don't think the computer could even boot with that

It's probably something like that.
Still, if it doesn't happen when you restart the computer, then you have nothing to really worry about, unless you want those few seconds of peace and lower boot time. Otherwise, leave it as it is.
Our ancient Macintosh Performa PowerPC does something similar to that. When you turn it on, the computer turns on, but the screen is blank. You press the power button twice (its an old fashioned toggle switch type one so it can't turn off by itself) and it will actually start booting up. The clock battery is dead so it thinks its 1956 everytime it boots.
Check your CMOS battery, it might be the CMOS resetting everytime you turn it on.
