The GPU is most likely the problem.
Do you have the latest video drivers installed? The version displayed in the information doesn't correspond to the actual version so I can't tell
get a new GPU.
That GPU should be fine to even play CSS, there's probably a problem with the driver.
Why does it say dx11 when the card is at the most dx10?
Yes everything was running perfectly about a month ago. I went on a break and come back and everything is screwed.
I just downloaded a new driver today, used the NVidia auto-finder to find it so I wouldnt download the wrong one.
My best guess is that sometime in that month, steam released a source engine update that for some reason makes the engine not want to recognize my driver.

Where would i find that info? I used dxdiag to find most of the info that i posted. The driver info from control panel says the same version number.
The date on the driver is 7/9/2010 though if that helps.
Ive also heard that source just dosn't like windows 7 which would suck for me because my old XP (loved it) broke a few months ago =(
They updated all the games to orangebox source.
Just get a new GPU or run things on low.
[editline]06:40PM[/editline]
Also the drivers should be in the 9.xxxx Not the 8's.

I run things on low and i get 10 fps, i run them on high and i get 10 fps.
What GPU would you recommend? I have one of these tall skinny computers, so i had to find a "slim" version of a GPU to use.
How would i get 9.xxx? I went to the site and said my driver was a 9 series and this is what i got. Then i tried the auto-finding function adn i got the same thing.
First download this, http://www.nvidia.com/object/win7-winvista-32bit-258.69-beta-driver.html Then uninstall your drivers completely. Restart, wait for windows to install its drivers, restart. Then install the ones I just gave you and restart. Everything should be fixed then.

I have done what you said. Still didn't work D=

Played with the options some, set the launch dxlevel to 81
still no affect
Wow you're all really stupid pointing at the GPU.
My NETBOOK runs Source games at like 10 fps. So his GPU should perform like 100x better.

um, no we're not stupid.
we all stated the GPU was his problem, it wasn't until after he said he was getting 10fps, way to read the thread.
edit: I just noticed he mention it in the OP, my bad.
You're really stupid saying it's not the GPU. His GPU is horrid for gaming.
and pretty much this too, the 9400 GT is shit.
Not as shit as an integrated Intel MEDIA card.

Seems to play fine at around the same specs his did. Source is not demanding and the 9400GT is a viable card for casual gaming.

I love the comments on the Bioshock video.
Yes the GPU is the issue, the drives are fine from the version.
Maybe try the 5570?

oh lol, he's playing on 800x600 no wonder he cant get decent fps on high settings.
It's not the video card. The only reason the FPS would be that low is because the drivers or video card is malfunctioning. That model of card is fine for last-gen and this-gen games(have to crank the graphics down a bit). My guess is something is malfunctioning and your system is rendering it all on the CPU which would be about as slow as you described.

What? The smaller the screen size the faster the render... The GPU doesn't have to run as many fragment shaders.

No.. he has a low end GPU and is probably trying to play full screen..

1920 x 1080

That is quite a high res and should not be attempted on a low end card.
if the OP is playing his games on high setting at his native resolution his low fps is somewhat understandable.
He should still get playable speed at that res with lowest settings. And it being CONSISTENTLY 10fps lines up with CPU rendering.
actually the OP never mentioned what settings he is using or tested.

Yes he did.
it's late, I'm missing stuff left and right...
If he runs in windowed mode at a lower resolution it should be playable.
Reason I suggested that card:
