I'm almost constantly using 70% of my RAM so I definitely need 4GB more but I just don't know what type.
And second, is my PC cool enough? Also, my PC can get loud as fuck at times and I really want to somehow shut it up. Would replacing the cooler than came with the cpu or replacing the one fan at the front I have that came with the case help that at all?

You don't really need more RAM, Windows is just using it to cache things and as soon as an application needs it it will free space for it.
If you still want some RAM

You would need to give more info, what kind of temps do you got, how does your case look like, stock on CPU fan etc?
But yes, changing fans, cpu cooler can help depending on your scenario.

ANYYYWAYS: IMO you don't need more cooling...
As far as i can see, everything is fine. You might want to investigate your RAM only being in single channel if there is 2 or 4 sticks installed though.
Run Prime95 and Furmark and post the temps you get. Leave them running for a good 10-15 minutes before you record the temps, though, because otherwise they are liable to go up more.
