What happens if I "Block All Communication" for someone on my Friends list on Steam?

Long story short, there's this guy I talk to who's a little too friendly, messages me whenever I'm online, chatters away about a book he's writing and constantly asks me to voice chat with him (He's apparently a little too fond of my voice after hearing it in Discord once). He's a nice enough guy, just... socially challenged. And I don't want to be an asshole and tell him to fuck off.
Ideally, I'd prefer to have myself appear offline to him at times I'm not feeling particularly social or chatty, while still appearing online to other friends. I've googled this, and reports are conflicting. Some say you'll still appear online to them and they'll not be able to open a chat with you, others say you'll appear offline to them.
I realize I sound like a passive-aggressive prick, but I'd prefer not to hurt the guy; just avoid him.
Does anyone know for sure how this works?
pretty sure when you block somebody you appear as online/ingame etc, but you just dont get their messages, plus they can't comment on your profile
If I remember correctly, I'm preeeeety sure blocking communication just means that you don't receive their messages, nothing else. You'd still appear online and all, and they can still send the messages.
ye what the guy above me said

In other words they'd either know they were blocked or think I was ignoring them?
Tested with a friend right now, they won't notice when you block them.

I'm pretty sure you used to appear as offline before.

Cartman, if you're willing, would you do one more test? Block the friend, log out of your steam friends list, and log in again. I'd like to know if they see you appear online again after you log in a second time, while they're already blocked. Thanks in advance.

Thanks for the assist. Apparently they appear online regardless.
How about tell him straight up that "yo sorry can't talk much right now" or smth
Why not just get a new Steam account and fake your death on your old one?
You appear offline to them, but they can see you being online on your steam profile (or by hovering on your name). The blocked person doesn't appear on your friend list (on your steam profile page), but on their you're still there. Commenting is blocked in every place. And your "friends since" counter is reset.
They appear offline on your friends list but if you go to there profile they show up as online. They will not receive any messages you send them.
When you block someone on Steam your status showed to them remains the one you had when you blocked them.
To block someone on Steam and appear as offline to them, you need to go offline in the Steam client first, then use the friendslist from your profile on the steamcommunity site to block them.
Make sure you are not online with your phone.
