The taskbar on windows sometimes go unresponsive on my computer for a few minutes at a time. It also is impossible to switch windows with clicking, but alt-tabbing is possible. Switching between fields in a window is sometimes impossible when this happens. However, when I mouse over another window that the focus is not currently on, the correct animations display for the mouse over. Also, click events in the current window are correctly interpreted.
I've rebooted twice but the problem persists, ran AVG and Malwarebytes scans, but nothing has fixed it.
It's really annoying and I've searched everywhere for a solution.

Only thing I can guess is a virus, I've never encountered that kind of problem.

AVG isn't very good. Download avast and try scanning with that
done, will post updates

avast has found nothing.
Open command prompt and type sfc /scannow
It will do a scan to check for corrupted files and try to fix them

How about wiping your drivers and installing them again?
I have got a idea which helped for me, but before you start, press windows key + D, and then ALT + F4 and select shut down and shut the computer down using this menu. As you do this, the next time you use this menu again the dropdown list is on shut down as you open the menu.
Boot the computer back up, go to device manager and locate your GPU, then uninstall it. (basically un-installing your drivers.) Then use Windows + D and ALT + F4 and hit enter blindly.
This sounds ridiculous, but it really worked for me.
As you reboot the computer, Windows should automatically install the drivers.
Or try doing a fresh install
