Can you make garrysmod or counter strike source in a window that is able to be resizable to what ever you want it to be? If anyone can help me out with that, that would be great!

I just threw together a little hack to make this work. I'd post it but 1. it's pretty useless with that problem and 2. everyone would just think it was a virus anyway. It may work better on other games but source games don't ever account for manual window resizing to adjust the graphics. So you get this mess up.
Wouldn't it have to reset the resolution every time you moved it?

Yes, which goes from a "simple hack" to a pretty complex one. I do not know of anyway to force GMod to any specific resolution. All I did was change the window style to allow resizing.
It's also worth mentioning that, if you want the window to a specific size you can manually tell GMod to run at a resolution on startup. Just right click GMod (or CSS) and click "Properties," then "Set Launch Options" and set them to something like:
-windowed -width 500 -height 500
Change width and height to whatever you want, run GMod and viola.

I imagine this would be very time consuming to run as well.
