Its easier for people to blame others of being unfair by smurfing than for people to admit they are playing poorly.
I seriously doubt that many people would actively repurchase the game every dozen or so matches. Further, the pro players in this game are account for only a small fraction of the playerbase, so the number of people smurfing would be an even lower number still.
Eh, well, Smurfing isn't exactly a problem when the game costs nearly 3x as much as other competitive games.

borrowing friends' accounts to rank them up is a thing that happens and can't really be prevented in a user-friendly way

Smurfing is kind of a weird thing because I understand some players specialize in certain roles/characters and can't perform at that level with other characters that they'd like to mess around with. It may be frustrating when they have the ability to topple the match outcome at the drop of a pin by switching to a certain character, but if they start winning every match like that then they won't actually be at that rank for long. So is it really smurfing at that point?
I only played OW competitive occasionally and managed to reach Master I think it was, but if I was to come back now with a new season and whatnot, I'm pretty sure I'd be starting far lower than that because of rank depreciation. So would that make me a smurf?
Another side thought is that my friends alt account where he only plays widow is grand master with like a 92% winrate while his original account which he plays whatever the team needs is only master. So is he smurfing on the widow account?
its weird how they've changed their philosophy, back in ye old days when wow arena was popular they'd hand out some pretty harsh bans for smurfing
Idk, but I find it really annoying to be matched against some player with 800 hours of Widow on his other account just to be obliterated by headshots all the time.

kind of a moot point as any good widow can create viewpoints to the enemy for herself if she really needs to
It's not hard with her grapple either
and with a widow that good, if she's not getting countered, even if you're doing a great job avoiding her line of sight she's still severely restricting your teams movement
if a player completely outclasses you, you could be picking heroes and doing plays to counter them to a tee and they could still get out of it.

This is a pretty important quote I think, since for OW I have seen a lot of people use 'smurfing' to refer largely to people making smurfs to boost teammates in ranked, and I know this is an ongoing issue having known and heard of quite a few people openly admitting they and their friends have second accounts to boost in ranked.
I think smurfing suffers the same problem of cheating in many games in that its effect is massively over-exaggerated - People hear so many others crying about smurfing/cheating that they themselves think that its a bigger problem than it is so go on to accuse many others of it. It really shouldn't be as much of a problem in casual though because as he says, an insanely good player who is trashing everyone will very quickly be adjusted to a higher and higher MMR. I don't play OW much anymore but even at 1 star I have been accused here and there of smurfing when I play just because someone can't take that a player with exponentially less time in the game is doing far better than them.
Rust for a example is a game that everyone constantly cries about being completely filled with cheaters, yet in 1k+ hours I have maybe encountered a couple of really obvious cheaters yet I have been accused of cheating myself constantly, and these are the kind of people that go around posting on Reddit complaining and making the issue out to be more than it is which just encourages other people to act the same.
