Not sure why it's getting dumbs, he was originally (and still is) a free DLC for people that own both versions of the game and they gave people an option to buy him if they don't own one or the other.
Odds are he won't be by himself in the paid DLC anyway, considering how fleshed out Nintendo's DLC has been for the most part.

I don't see why Snake wasn't put in. It was probably a decision on Nintendo's end since, like you said, Kojima wanted him in again, and Kojima is the vice-president of Konami, so he has a lot of power there.
Sakurai probably voted against it, since he has to throw a shitton of fighters that no one cares about, and him and his huge ego have to put in tons of representatives from his games.

Plus from what I understand it's a "bonus" for people who own the game on both platforms, they're just giving the ability for everyone to have the bonus without having to shell out for an entire new device. Wouldn't be fair to backtrack and make it free for everyone.

Of course, this also crushes my dreams of Wonder Red being added later.
devils advocate, if I'm correct then they could gain a profit from people paying for DLC who have used copies (why would you sell it unless your on crack), and with used copies the creator doesn't get a cut in the profit.
It sucks, but hopefully if it happens again in the next game it's non base characters (Mewto is pretty much a base character due to him being in melee).
As much as I abhor the idea of paid character DLC in a fighting game, I already planned on picking up the wii U version sometime during December.
I won't be bitching about getting Mewtwo for owning both versions.
