• "Installation Prevented by Policy" when I plug in USB

Whenever I plug anything in via USB (Flash drive, cell phone, ext. HDD) it says "Installation Prevented by Policy". What could have possibly happened to where it stops allowing me to connect these? I have Group Policy and Diagnostics Policy turned on in the system config. Is there a registry value I could change to get this stuff to install the driver and work? I've googled it, but it only seems to advertise business programs that DO stop it from working, nothing to fix it and allow the policy. Help please!
