Well since i got my pc, i didnt really look at the power supply, now im upgrading it, I want a 650 watt - 700 watt that could handle a 6870, 560 ti, 660 ti, type of cards. Max price is about $100, I also need it off newegg and id love it to have two 6 pins for GPU's, and a few molex's. Thanks!
You only need around 350w to run a full system with those cards despite what you're told by minimum power requirements. A quality 500-600 watt would run those cards easily, depending on the CPU and other components.

I had $500 to spend on a new desk, yet I got a $300 one because it still fit my needs. A good quality 500w will be more than adequate for your computer, and you won't get much better than either of the 2 I linked. Your friend likely had a shitty PSU, especially so if his computer was a prebuilt or he skimped out on it when building.
If a power supply's watts exceed the total number of watts all the components need, is it still ok to use?
Yes. A system that draws 350w at load is okay to use with a PSU that has a maximum output greater than that. It's a good idea to have headroom, and most power supplies peak efficiency at around 80% power draw, meaning it's being used to 80% of it's full output potential. Greater efficiency = lower electricity bill and cleaner power, more or less.
