Wanting to get a custom built computer(Budget possible $1.1k)

I've been wanting to get a custom made computer for awhile now, the whole she-bang. Case, CPU, GPU, Ram, Mobo, HDD.. The necessary. I've contacted a friend that I knew was somewhat into computers, he tried to help me out, but got into a argument about how I'd be wasting my money if I got a decent computer now that could run maybe Crysis 2 or BC2 on high without any problems.
This is where I'm stuck, I want to wait to get a possibility at maybe getting cheaper items but still have the same quality, or get the items now, have a good time. Work(if I get a job, I put out my application for a license and will be applying soon for Security). I would able to gain more money, possibly if I get that job.
My computer as of right now is slowly dying out, my PSU fan is.. Not working right, I hear brzz and phizzes from it.
It's a 5-6 year old computer, the newest bits in it are.. Maybe 2 years old. As of right now, I can only be limited to playing little games.
World of Warcraft, Dragon Age 2, Team Fortress 2(I haven't even played it for awhile now, 12 fps is not a fun experience). Battlefield 2, which I still need to have low decals on everything. WoW as well, to run properly.
What's in my computer as of now,
Intel P4(R) 4 CPU 3.00GHz (2CPUs), ~3.0GHz
2GB Ram(1 GB stick/2 512'sMB sticks)
8800 GTS 320 MB nVIDIA
600W OCZ Tech SXS(I think thats the name)
Mobo... Unknown.
All in all it was decent in it's time, the GPU/PSU is the only upgraded parts. Still, they're old, and dusty.
Also running on Windows 7.
I would really like some help with this, I'm at a boggly mind if I should wait.. Or if I can get you guys to help me with a decent build that will run games like BC2 at high without a problem.
I do not mind not having the best of the best build out of there, hell, for the money I don't expect a lot. I do expect to play games at decent fps instead of 15, though.

Edit, I should of mentioned. I'm from Canada, so if you can please use newegg.ca for a better reference of pricing, it'd be a whole lot better :)
You could reuse your PSU but since you have a high budget might as well get a beefier one. I'll start working on it a bit later.
650w will be fine for any system not running SLI or crossfire, etc. 600w should be just fine, I don't see the point in wasting $100 on a PSU when you could put that $100 into something else.

The PSU isn't functioning all the best right now. If anything I could try and hook it all up with the new build and see how it goes, hopefully I'll have some more money if I do.

I wouldn't trust that PSU either. They go down in efficiency too, so better get a new one.

save 8 bucks by getting the 2500k + hyper212 combo
620w is a good amount but if he wants to add another 570 later it will be a little too small, you can run dual 570s on 650w but i doubt it would last long at load

also, since you mentioned you live in Canada, give memory express a call and they'll beat neweggs price by 5%, the discount should be sufficient for shipping
then go for this one, it costs just a bit more than the Seasonic since the Seasonic gets raped by shipping, and it comes with $35 USD rebate

And it can output 648W on the 12V, compared to the 576W on the Seasonic 620W
