So for some odd reason, not sure if anyone else has this, but YouTube auto sets the quality on the highest possible, which is usually 1080p60fps. My net is not that amazing so it can't stream that constantly without stuttering like mad.
The problem is that It just straight up wont let me change the setting to like 720p or 480p, every time I try it just auto switches back to the max, or completely ignored the fact that I even attempted to change the quality at all.
When I load into a video it starts off auto setting itself on 480p, then suddenly it changes about 2~ seconds in to the max, and this is hella annoying.
Anyone know anything about this?

under Video Playback Quality, hit "I have a slow connection. Never play hgh-quality video"

It could also be due to a GreaseMonkey script or an addon that customizes Youtube as well. The option you're talking about changing shouldn't start at 480p then go up, it should simply start at the highest resolution that Google has approved for the user's internet speed. (Which last I checked was 480p normally and 720p for 40-50mbps or higher. I don't know at what level other resolutions become the available speed.)
Alternatively, you can use [url=http://barisderin.com/?p=1113]YouTube HD[/url] (I think there's a Chrome version somewhere, but this addon is mainly for Firefox) and use it to force videos to only play at a certain resolution.
Kinda funny how your problem is the complete opposite of what most people have to deal with on YouTube (wicked good connection, but the player defaults to 360p or lower).
