How does this web blocker block my school laptop from going anywhere at home? Is it built in?

Our school lets us take home our laptops, and yes, they have a built in "filter" so to speak. It will block any website you are on, even if you are not at school and connected directly to their servers.

Our school issued laptops that we can take home and I just want to know how this can block me at home where I have my own network.
Buy your own laptop and use that when you're home.
