Edit: Nevermind, /g/ solved the issue within 10 minutes for me.

The solution was RAM times/OS HDD being 5400 RPM

They've recently become more frequent and apparent. I don't know what the cause is but all the information I can give is that either explorer and my mouse lock up first. It might go in conjunction with the fact that my PC starting up takes 1 minute to desktop, then another 9 minutes until it's back to it's fast state loading all the programs (I've reduced the amounts of thing starting up but no dice).

I think I'll just do a reinstall soon, but it would be nice if I could find the problem and solution before I do so.
