Easily. You could probably even get away with a 400W if it's a decent brand.

Why have you added a CPU cooler? Isn't the stock cooler sufficient? And doesn't (Most, atleast) CPU's come with thermal compound added? Just saying you could use those money on a cheap Quad like the Athlon II x4 Propus 630..
Edit: Sorry! My bad.. The CPU doesn't come with cooler.. But seriosly that'll be one expensive cpu, when you have to buy cooler and so on to.. That's about 70$, you could throw in an extra 30$, and BAM! You got yourself a fine Quad..

With a 600 dollar budget, there are higher priorities than an aftermarket cooler.
You can unlock dualcores.
Yeah, but if you fail, you still have your three cores instead of two.
Sure, dual cores aren't obsolete just yet, but I'd rather have three.

Agreed. And BTW GamerKiwi AMD's aren't fantstic OC's, but I've seen the quad I mentioned OC'ed to 3.6GHz, so he could get a really fine quad there..

up to, meaning you have to max out the system's memory to 16 GB (which isn't cheap btw) and possibly fuck with some settings in the BIOS for that.
Steal some money from him and use it to buy a video card, install it in his system when he isn't looking.
Yeah, I might just give him an old 8500 GT that I have laying around.
