If you using rookies with low aim and trying to hit guys dead-on behind heavy cover from across the map, then yeah you're probably going to miss.
If you know what you're doing it's not a problem. What you are probably hearing about are the people that don't realize 90% still has a 10% chance to fail and for some reason expect a "RANDOM number generator" to be predictable and reliable.
Missing 99% shots has kinda just become a running joke.

99% is still not 100%, it's not a guaranteed hit

When you have a 95% chance to hit, the shots that miss are more memorable than the ones that don't.

The connection to your squad comes from having an absolute shit mission then one guy pulls off an incredible shot and saves it. Then others do it too. Eventually your ranks get thinned from all the casualties and all you have left are the battle hardened brothers and sisters ready to kill the shit out of aliens. They pulled through when you needed them to. And when one of them dies, it's actually really tough because that's one less reliable soldier you can count on.

That's the point of XCOM, it's supposed to feel unfair, but you're supposed to shift the odds in your favor using sick tactics. It is the essence of what an alien invasion should feel like

To be fair this is just from shit I've seen on the internet but someone posted a video the other day where two sectoids ran past 5 people at nearly point blank range while being sprayed at with assault weapons and took no hits. The person inside the building they ran into proceeded to kill them instantly with a single shot :v:
I mean I know realism has to be put aside a bit for a game like xcom to work but it was realllllly goofy to watch

The fact that vipers can use their tongue attack through full cover leads to silly shit like being pulled through fucking walls. Doesn't help that it has fucking ridiculous range. It's actually kinda frustrating imo.

Doesn't the game prevent that by determining the outcome of a shot beforehand? As in, if you reload your turn because you missed, it will always miss?

you can mess with the RNG seed by doing the same thing but in a different order with a new set of possibilities

Yep but as mentioned you can mess with it by doing things slightly different. For example if you have a turn where one of your guys gets shot and dies he will always get shot and die if you play the turn relatively the same. But if you say throw a grenade to blow up some cover or shoot an enemy, even if it doesn't kill them, you'll change the RNG and get a different outcome.

I'm still extremely early in Xcom 2, and I just fitted a new sniper with an Advanced Repeater, which has a 10% chance of instantly killing what they hit.
Came across my first mech, not knowing what to expect, and instantly became terrified it was going to fuck my shit up. Set my sniper up to shoot, and told myself, "Now would be a great time for you to trigger that Advanced Repeater, Sarin."
And she did. She instantly killed a full-health mech with the startup sniper rifle.
Possibly the best feeling I've ever gotten in an Xcom game to date. :v:
