It was added in around when HotS was launched, it's pretty much just a linear progression of levels that unlocks new portraits, decals, and skins for whatever race you got played during a match. Its nice for people that don't want to win 1000 competitive rounds just to get a cool portrait or decal, while still retaining those other challenges from before anyways.

So now you can get that cool Sarah Kerrigan avatar that requires you to beat the campaign on the hardest difficulty without having to do that? I haven't played Starcraft 2 since WOL came out.

You can't get all portraits via XP.
