I've spoken to Steam Support but nothing they told me worked.
I have uninstalled and reinstalled many types of antiviruses, Uninstall then reinstall Steam, repair steam, reset my router many times.
Please help.
Try choosing a different server in settings.
Oh. I should add the fact that when I try to log in. It doesn't even open anything, it just gives me the error message.
So you can't even log in to offline mode?

There isnt an option for me to go offline
did you try disconnecting your INTERNET
yes. i DID. and when i DID it said, its not able go Offline.
The same message shows up.

Checked your firewall or anything that can block ips and or ports?
Windows Defender is disabled and Norton360 is allowing Steam and all ports

Well my server is set to Atlanta, and I can connect fine, so I don't know what it is.
Well. It's been happening for the past 2 months. It started with me not being able to play any games that connect me online, so CS:S, TF2, GMOD, BF:BC2, KF never worked and would give me the same error, but games like Peggle and Portal worked. When I contacted Steam Support, they told me to uninstall steam. It made it worse.
