Hi, I'd like to know why my heatsink doesn't work and if the little paste between the heatsink and the processor is normal. Do I need to remove it before plugging my heatsink?
What do you mean the heatsink doesn't work? Also, that paste is necessary for the proper operation of it.
That paste is thermal paste. It's supposed to be there. And did you plug the fan in? That would explain why it doesn't work.
I fixed my problem, the Heatsink wasn't properly fixed so it wasn't in contact with the CPU.

Not necessarily, as long as the heatsink and CPU are making full contact and have enough pressure to clamp it down, it's suffice. But you should always apply thermal paste if you have them lying around
Right, but the contact won't be optimal if they're not very flat, i.e. lapped. You'd probably hit unsafe temps pretty easily if you took the thermal paste out of a stock setup like that.
I have a Pentium 4 2.8ghz I run without thermal compound, never reaches above 53C.
