My friend needs a PC for FLstudio, but only has a shit netbook. He has a 300 dollar budget. Only the tower is needed. Would an APU build with 4gbs or RAM suffice, or something else?
He'll only be using it for web browsing as well as FL.

Well then do that obviously, but the 6350 is useless for what he needs and it requires an aftermarket cooler too. Get the 6300, but then you might as well get the A10 and forget about giving him the 610 honestly. The FM2 board should be cheaper too.
An apu might be safer due to FLstudio possibly developing for HSA in the future but if I was in your position I would go with the 6300/6350. You don't need an aftermarket cooler for it unless you want to overclock.
The 6350 runs too hot without an aftermarket cooler, even if you don't overclock it.

What makes you think APU heatsinks are better? because they're just as bad if not worse. The same shitty heatsink is included with all APUs and have trouble cooling even 45W processors properly, yet they're included with 100W APUs (which the A10-5800k is.)
If you don't want the APU to melt down under load and listen to a screaming fan, you need an aftermarket cooler. You can pick up old socket 939/AM2 coolers that are fathoms better for dirt cheap and toss the horrible stock cooler in the bin.
I think I may a 212 evo for him as a gift. I've had bad experiences with AMD stock fans. My other friend has a prebuilt with an A6 that melts and he just keeps running it.
Just know the igpu on the 5800k is a lot better than the 610 you want to give him. I would personally just stick with the apu if he's not into gaming.

That's completely irrelevant for what he needs it for, but if you give him the 610 then you might as well get the 6300. Make sure you get a good AM3+ micro atx board, look to make sure it has usb 3.0 and supports 1600mhz ram and 1 pcie + 1 or 2 pci ports.

A 212 is massive overkill for an APU, and I'm not even sure it would fit. I've used one of these for an APU build:

And it was more than adequate. You could also get a Hyper TX3, which should perform about the same.

I bought this card to replace my onboard sound after I blew it out. It has a lot of latency FYI. This may or may not be a problem but just a heads up.
