This is strictly about hate speech by the German legal definition, which is fairly strict and doesn't impact reasonable and most reasonable-ish criticism in any way. The difference is roughly that inciting hatred/violence against groups of people based on certain characteristics (for example by race or religion) is illegal in Germany while it's (more) legal in the USA. Here's the relevant law [URL="http://www.gesetze-im-internet.de/stgb/__130.html"]in German[/URL] and [URL="http://www.gesetze-im-internet.de/englisch_stgb/englisch_stgb.html#p1241"]English[/URL]. As you can see the definition is quite narrow (and imo very clear). The article also says the companies will have "specialist teams", which should be familiar with it.
i can see this being abused by anyone that has a public image and good lawyers or connections.
