been wacthing Twin Peaks and about to watch Jacobs Lander what els got a bit of that Silent hIll feel
The first Silent Hill movie.
besides that and it can be a foreign flim
This one sort of has it a little bit: Wind Chill
I guess Eraserhead can be one, since its so bizarre, and also a good abstract film.
If you like David Lynch, Mulholland Drive doesn't have the same atmosphere but does have a great inner-demons/psychological horror aspect, and a spoopy monster.
Surprised no one has mentioned Jacob's Ladder.

Inland Empire delves more into psychological horror, although it might be too abstract for OP's liking. Also it's three hours long.

Silent Hill game has a lot of references from Kindergarten Cop. Just so you know.
As for the films, "1408" and "Cure" (1997)
