I am thinking of upgrading from my current 9800 GTX+ to something with a little more kick. I am tending to lean towards ATI now because of nVidia's shitty fermi cards. The 465 however doesn't seem too bad. So what is the best performing card for the price today? I can run any without worrying about bottle-necking so don't ask.

By shitty Fermi cards I mean the 470-480. The 460s aren't too bad. Max I would spend is maybe $350(USD).

They're not shitty cards, while they may be a bit louder or hotter than others, they still have power behind them. (That's from what I've heard, I'm a bit of an ATi fanboy myself, and the most recent card I've seen in action is an ATi Radeon 3850 )

If you really must go with an AMD card, and you want the best, wait it out until the 69XX series. Or the Nvidia's 580 which is coming eventually. Supposed to be less, as you say, "shitty".

I'm going to strongly recommend you post specs because if you know an equal amount about bottlenecking as you know about cards then you could be trying to use a pentium 4 or something

If you're that set on AMD, like I said, wait for the 69XX series to release. No point in getting a 5870 at the moment.

I'd say get a GTX470. If you can wait, wait for ATI to release the 69XX (since they fucked up the naming scheme now it seems the 6 series equivalent of the 5870 will be 69XX, probably 6970) or for Nvidia to release the 500-series (which use the new Fermi which is a lot quiter, cooler and pulls less power).
If you don't want to wait and are allergic to Nvidia, get a 6870.

Tge 6870 is between the 5850 and 5870 (Preformance differs per game), i'd suggest waiting for the 69xx 's performance, should be released this month.
If you want to get an AMD equilant to the 470, I suggest the 6870, it's a bit cheaper and almost the same in performance. It got a better Performance/Watt and is a good bit cooler too.

Ironically, you're just as ignorant as the OP.
I have the 460 and can max out all of my recent games, it looks great. If you want to spend maybe 100 dollars or so more (Going by prices that it is sold around me) I would get the 480, just because it is more or less a top of the line card, and you won't need to replace it any time soon.
Although he's being unreasonable the 5870 is the best card you can get for under $350

GTX 460 is better than 465.
I upgraded to a GTX 460 from my XFX GeForce 9800GTX+ Black Edition (it broke) and noticed almost no change.
CPU bottleneck? The 460 is meant to be 30-40% better than the 9800GTX+
It seems that the nVidia cards do much better when DX11 and tessellation are a factor but fall behind when running everything else. I may just wait a few more weeks and see how the new cards (69XX & 5XX) are priced.
