I’m looking at replacing my ReadyNAS ( Arm Version ) with a new machine, Im looking at building something small and more powerful.
The new server will be required to transcode videos ( Using plex media server, minimum specs for that suggest a Core 2 Duo 2.4ghz ), and do general stuff like storing and sharing files and run additional programs such as the occasional SRCDS
The proposed build I have is using a Mini ITX case and setup since I want to be small similar

I'm at the end of my budget mostly and don't really want to change, increasing the tower size is also a no. I also have a 3.5' HDD limiting my options of decreasing the case size.
Any suggestions?

The cube is great for airflow, but your pentium really isn't going to be producing much heat. This one also comes with a PSU, which has it's benefits and drawbacks. I have to admit, I really know very little about cases. Especially ITX cases. The stock CPU cooler is pretty quiet though, especially with a pentium. I build ones with pentiums all the time at work, and you can hear it, but it's hardly noticeable.

It's hard to find a low-profile fan that outperforms the Intel stock one by a fair margin without spending $40 or more. And those aren't always as quiet.
