Adding video fx only to specific parts of a video in Sony Vegas 8.0

I can't figure it out. When I'm on the Video Event FX screen I can't playback the video while adding the effect, and when I mark places on the video where the effect should pop up the whole video is still affected. How do I make it so I can playback the video while adding effects?

Get a better program such as Premier or After Effects.

On a serious note, that looks to make sense, key frame in and out.

Make sure the values on the keyframes are all correct, other than that, i don't know.

Mark a new keyframe when you want it to end and select " Reset to none " from the drop-box.
