They're updated much slower than the game yes.

Isn't the big mod pack (Tekkit or whatever it is these days) still running on a four-year-old version of the game?

Yes, the modpack i made uses 1.7.10, there was a huge delay for mods since 1.8 turned everything on its head, requiring some mods to be rewritten entirely to be updated.
Most modmakers i see are now working on 1.10,which is still not the newest I believe
Modding takes time. By the time they are update Minecraft has updated 2 to 3 times already.
