Anyway to change a file type to a different file type?

Is there away to do it?
EXAMPLE: .3ds TO .png
Something along those lines. Is there a program that can do it?
It depends what the file contains.
You can't convert apples to oranges. You can convert between the same types though.
For example, JPG to PNG
You can't do .mp3 to PNG (well technically you can, but you get a useless file)

Hmmm JPG to PNG... wouldn't that affect the compression quality and stuff??

It would look exactly the same as the JPG, but would be significantly bigger than the original image without JPEG compression being converted to PNG.

.3ds is a 3d format that contains geometry, how do you expect it to be converted to a flat 2d image?
You can render it though.

That's like asking "is there a way to convert a substance to another substance"? And giving copper to gold as an example.
What? Are you talking about just changing the extension, or actually changing the file format?
Former can be done like a normal rename, if you've set Windows to not hide file extensions.
Latter can usually be done by opening the file in whatever editor works, and saving it as another format. Which ones are possible is very editor-specific, though.

You can't change copper to gold, but you can change gold to copper via a series of radioactive decay :science:

If you only want to change the extension, you can simply rename it. Otherwise, you'll have to convert it, if conversion is even possible.

Yes.
1) Open up your .3ds modeling program
2) Press the prntscrn key.
3) Paste in any image editing software
4) Save as a .png image!
