Is my computer underperforming in games? (FIRST WORLD PROBLEMS)

I recently got a new computer, here are the main specs.
EVGA GTX 580 Superclocked
Intel i7 2600k 3.4ghz
2x4gb Corsair RAM
Biostar H61m1
Raidmax 850w PSU
Windows 7 Home Premium 64-bit
Now i don't want to sound unappreciative, usually i get a straight 60 fps on Ultra settings with no mods while roaming but at times in Skyrim i get a slight 10-5 fps drop while over viewing cities such as Whiterun from the Dragonsreach stairs or while walking around in the world. I know that this drop really shouldn't be a problem but judging by my specs I'd expect constant smooth gameplay. The computer is brand new and i recently formatted due to some monitor driver problems. Am i really worrying too much or is there something up with my game/computer?

You got a 2600k but a h61 motherboard? A 2500k and z68 would have been a MUCH better choice.
Drop the raidmax PSU, they are bombs. If you don't want to spend alot heres an antec for $65 but its 620w, It should be enough power but I may be wrong.

But seriously, cheap power supplies never deliver they're advertised wattage, some even explode!
I could probably get a better PSU for christmas if that would change my computers performance, if i have to change my motherboard, what should i get?

Actually doesn't matter. Strip down your setup to its minimum to rule out any other possibilities before you go out and spend $100 on another PSU. Check temperatures, see if its downclocking randomly, update drivers, remove unnecessary programs, etc.

Yup, its that one, i assumed i got a nice deal since the comments claimed they had a great experience with it but i'm not sure now at this point.
I haven't been able to try out any more new or graphically demanding games other than Skyrim, Crysis 2 runs like butter but i run ArmA 2 at like 30 fps all settings maxed out if that matters. Maybe i'll try out BF3 since i think thats probably the most demanding game computer-wise right now.
The temperatures are usually around 40 F and i believe i have the latest nvidia drivers. I don't have any unnecessary programs other than some EVGA apps that came on a CD, Steam and a couple of games, but i'll make sure when i get home.
If Crysis 2 and ArmA 2 aren't having problems like Skyrim, then I highly doubt your problem is hard-ware related. Hopefully you don't need to needlessly spend another $100.
Also, nice job guys. Recommending a new PSU as the 1st step in troubleshooting.
Well the PSU does suck. I'd suggest updating your drivers from nVidea's website.
Even if it does suck, it's still overkill for his setup. People have run more demanding hardware on lesser PSUs by lesser brands fine.

On top of trying the latest drivers, try beta drivers and even old ones.
Hardware problems tend to lead to stuttering not (small) drops in framerate
Just an addition, i can run Just Cause 2 and Batman Arkham City 60 fps constant but without DirectX 11 features enabled, but i've read that its normal and is the game's fault.
I tried out the latest beta drivers and they haven't seem to do much difference, i'd also like to point out Just cause 2 gets 60 fps but slightly drops down when around grassy areas.
Just tried out BF3, runs great although at some points where there is alot of smoke or grass it goes down a bit as well.

make sure you're not running like some rediculous amount of AA and super sampling.
FYI skyrim just does that. The engine is notorious for drops in populated areas.

This. I can run Skyrim on high perfectly fine outside, but as soon as I go into a city (particularly Riften and Solitude), HOOOOLY SHIT does the frame rate drop.

*plug in* "hurr durr it works" 5 stars.
Problem is that, yes it will work, but as soon as you start pulling a bit more wattage than just Windows idling, then you'll start running into problems.
Same with many review sites too, read this:

I did this in Portal 2. 40-60FPS on a 6950 - I was stumped. Was running it with some ridiculous AA through CCC. Difference between 60 and ~300FPS.
So this slight performance drop is normal?
yes. even my hd6950 2gb droped. bethesda games are known for having caped fps and drops its normal bro :)

Not neccessarily, but try running some benchmarks and compare them to benchmarks from reviews. If you don't get the FPS you should expect there, you should check up on it. Still, you should really get a new PSU.
Get a new PSU, get a better motherboard with the price difference from switching your 2600k with a 2500k

He shouldn't be running a GTX 580 off a Raidmax. Not much to do with his problem.

But what are you saying about the 2600K? I don't get it.
Seems like he doesn't realize that the build is already bought.
I'm saying that returning the 2600k and getting a 2500k with a better motherboard would be a good idea. You don't need a 2600k for gaming and someone who really needs to render more quickly should be able to get a better motherboard in their job anyway, assuming that's the reasoning for it.

I'm fairly sure that it's been too long for him to return it, and it probably wouldn't matter anyway.
