I got some old iPhone from someone in my family. I had to reset the iOS as they can't remember the pass code or their own iTunes and iCloud. I reset the phone and now it is locked. I tried downgrading to iOS 6 but iTunes doesn't let me downgrade anymore. Should I try down grading it?
You're fucked without the iCloud log in details

Activation lock is completely server sided. You'll have to get the family member to call up Apple and get them to reset their password to one they can remember (Apple won't remove activation lock, so they'll have to reset their password). Also, if you do get it unlocked, I'd recommend downgrading to iOS 6.1.3 anyway. The iPhone 4s is slow as shit on anything above iOS 6, unfortunately.
