Tragic.. I can't get to this window.
Everytime I open the program, It starts under the taskbar which cannot be reached!
Oh the humanity.. How can I get it out?
Reset your PC.

Seriously though, google the issue.
Turn on auto-hide (right click the taskbar -> Properties, check Auto-Hide the task bar)
Drag the window out
Turn off auto hide
If the window keeps starting down there - what shitty programming that is - you may have to keep your auto-hide on
And if this doesn't work at all... I'm not sure how to help you
I want to see your desktop wallpaper.
Select the program the window is representing and hit windows key + left, right, or up on the arrow keys

Drag your taskbar to another side of the screen, open program, reset position, drag bar back (which for some reason is harder than dragging it the first time)
