I cant seem to portforward my server PLEASE HELP!!

Alright so I tried to portforward my SteamCMD server, i used my IPv4 card, and took my windows firewall off.
I used the ports;
start 27005, end 27005, Made them BOTH TCP&UPD,
start 27015, end 27015 ,Made them BOTH TCP&UPD aswell
and for the IP address I used the one in my IPv4 card
I had to manually input the IP since my router wont come up on the list only my PC and my iphone and some UNKOWN mac adresses i believe.

IPv4 is a protocol, not a piece of hardware.
And you really only need to forward one port (27015 UDP), the rest are superfluous unless you want to use remote RCON (in which case you also need 27015 TCP.) I don't recommend using RCON regardless due to the number of unpatched and unknown exploits out in the wild, not to mention the bruteforce programs (like HLXBrute.)
It sounds like you have more issues with your network that you need to solve before trying to run a dedicated server.
