Wireless dropping out, taking ages to respond, various other issues.

On my computer that I built a few months ago, the wireless has been having trouble recently. Most noticable issue is the inability to open the Network and Sharing center, it doesn't load and eventually crashes explorer. Additionally connceting to wireless networks, seeing if they are available, the taskbar indicator are all incredibly slow and the taskbar indicator at most will indicate there are networks available though not connected, regardless of if I am actually connected or not.
The dropping out is not a frequent issue but when it does occur, it will not return for around 20 minutes. Often it says there is a problem with the network, when there isn't. A few times recently it has told me there is a problem with the network adapter which could be the cause.
The main thing I want your opinion on is if this is a hardware issue with the network card or if it is a software issue with Windows. If it is hardware, I can go buy another card. If it is software, I can format it.
Windows 7 Home Premium 64bit, AMD Phenom II X4 955, ASUS M4A88TD-M Motherboard, ASUS PCE-N13 802.11 Wireless N PCI-Express Adapter. Also possibly relevant, a Gigabyte Radeon HD6870 1GB sitting in the slot next to the wireless card.
Make sure it's seated correectly and that you have the correct drivers for the PCI-E card, and move it to the furthest slot from the GPU if you can, I don't know if it can overheat but it might, who knows.
Check the drivers, if they're fine just go buy a new network card from a local store if that shits itself take back the card.
