Upgrading my CPU, need some help

So I'm upgrading my CPU from a Pentium Dual e2220 2.4ghz (shit came with my prebuilt), and I'm not sure what to
buy. My budget is $200 (preferably a lot less, like ~100, but my max is 200). I was looking at the AMD Athlon II X4 640 Propus 3.0GHz:

You would need a new motherboard, along with some new RAM

and you probably want a new PSU

i.e. save up more (~$500) and get a whole new computer, because in my opinion that's not worth upgrading
