• A downloaded .swf won't open in the browser, loads but just shows a white screen

My father asked me to help him get the following animation stored locally on his computer, so that he could show it at the university without internet access: http://epdb.eu/eulegislation/ I quickly told him that he needed the .swf file: http://epdb.eu/eulegislation/eulegislation.swf I then proceeded to download it for him (using Chrome's "Save page as.." function), but whenever I try to run it locally through my browser, it just shows a glimpse of a "100 % loaded" screen, and then turns completely white. It is a flash object, but it doesn't show anything. Can anyone tell me what I'm doing wrong? I've tried changing trusted locations and DL'ing through Firefox instead, but it didn't work. Neither did opening the file in IE or Firefox.
I'm guessing the author didn't want their work to be used elsewhere, as even downloading the whole webpage just makes the animation appear as a white box when viewed offline. He could either keep the webpage open, or you could use a screen recorder
I've done that same thing before, downloading .swf files (such as games) and playing them locally, however on a mac. Nevertheless, I used a program called iSwiff, which does what it sounds like it does, plays .swf files. I've never tried it on my pc, but just look around google for a .swf player. Here's one to start with http://www.globfx.com/products/swfplayer/
