So, I need some game where you can control a city, while fighting a war of some sort. By "control" I mean build, maintain, construct while fighting said war. Does a game like that exist, ofc. It should be an RTS.

Balloon Tower Defense.
Total War series. You manage your empire in the turn-based campaign map, where you can conduct diplomacy, manage your economy (set taxes and manage trade) and develop your cities by constructing buildings that do various purposes, such as giving you access to more advanced military units, making the population happy or simply boosting the economy. Moving your armies and fleets is conducted in the campaign map, you can also use Spies and Rakes (assassins) against the enemy, for stealing technology, assassinating generals and sabotaging buildings.
Combat is done in the real-time mode, and as many would know you can fight huge battles with 1000s of men and a large variety of units, from shitty Militia units to your standard Line Infantry and 24-pounder artillery to even Breech-Loading Riflemen (if you play as the UK, Pneumatic Riflemen for Austria and Rifled Muskets for everyone else who can access Rifles) and Rocket Artillery.

I think Battle for Middle Earth II was fantastic.

Mount & Blade Warband.
It's more of a action rpg though.
